Gif says internet connection poor
When I try to search for a gif; it says internet connection poor
any other help besides reset whole iPhone?

You may try putting the phone in AirPlane mode for a moment, then turn off AirPlane mode. Sometimes that helps the networks settings to "refresh". Of course this assumes there's not a problem with your actual internet connection. Even cellular data connections sometimes have hiccups.
