Is Mac Book Pro 2019 RAM Upgrade Possible?

I wish to purchase a new 2019, 13 inch MBP from a non-Apple Store retailer.

Can I upgrade the 8GB RAM to 16GB of RAM at the Apple Store after purchase?

I intend to buy AppleCare+ as soon as I purchase the Pro (I hope this is still possible even though I'm not getting the laptop from the Apple Store)

With all Mac notebooks you need to order how much RAM you think you will need in the last year or two of use because RAM is soldered to the logic board.

Point of purchase only—all components are soldered to the board.

You can trade it in for and purchase one that suits you better:

RAM can not be upgraded on those models.
