I want to export to Compressor using proxies.

I'm cutting a documentary off-site with proxy files only. I do not have the originals. I want to share to Compressor and have it make outputs with the proxy files, but it's looking for the originals, so everything (almost) is offline. The outputs I'm making are only for team members to review on Vimeo, so I don't want high rez files. There seems to be no way to tell Compressor to use proxies. My timeline in FCPX is set to proxies. Why when I export to Compressor does it not stay in the same mode?

Using FCPX 10.4.8, with iMac Pro and Compressor 4.4.6

If you export using Compressor settings, instead of sending to Compressor, it will use the proxies.

Go to Preferences->Destinations, drag "Compressor Settings to the list on the left, rename appropriately - e.g., "HEVC using Compressor", and use that destination when exporting.

The only problem is that sharing to Compressor Settings doesn't give me access to the settings themselves. I like to make sure it's 2-pass VBR and I like to set the data rate myself for optimum upload and download, etc. I'm used to doing a lot of tweaks like you can do in Compressor itself. Maybe there's a way to make a custom setting in Compressor and use that for sharing?
