Have you tried restarting using Shift+Command+Option+R keys? This should allow you to install the OS your Mac shipped with. You should also go into Disk Utility (before you reinstall) from the Utilities Menu and erase the Container so the volumes underneath are deleted and a new volume is formatted.

If you're able to install the OS, then you should be able to upgrade to Catalina afterwards. This assumes the OS that your Mac shipped with was older than Catalina.
