My ipad is charged and i can hear it when connected to the computer but the screen is back and none of the hard resets have worked, help please

Your iPad mini, with iOS9, is very old. If a forced-restart has not resolved the problem, you might be best advised to take your iPad to the Genius Bar at your local Apple Store - where the technical staff can take a look and assess the iPad.
Alternatively, you could try raising a support request with Apple - you’ll find the Contact Support link at top-right of this page - but given the age of your iPad you might get further at an Apple Store.
Perhaps it’s time for you to think about a replacement. Even the most basic model of current iPads will run rings around your old iPad - and will support iPadOS13.x and current Apps.
