iCloud notes
I recently logged out of my ICloud account and when I logged back in all my notes were gone and they aren’t in the recently deleted also I backed them up
iPhone 8, iOS 13
Try Settings>Your Name>iCloud>Apps Using iCloud>Notes>On.
