In NYC, you will pay both NY State sales tax and NYC sales tax when you purchase the item and checkout at the store. So add 8.875% to the price.

It does NOT include tax. Tax will be added at the time of purchase.

If you purchase a phone in the USA it will most probably be locked to a US carrier, meaning it will be unusable in another country. And the warranty is not international. Any required service can only be obtained in the USA.

I'm pretty sure that the SIM-free version (which is only available at an Apple Store) of the iPhone 11 isn't locked to any carrier. At least the Apple website describes it as "activate with any carrier later".

Whether or not it will work at the available frequencies in another country is another matter.
