Hacked

Hello,

Please forgive my lack of knowledge, I gave a person a phone I had not cleaned, he also had access to my other phone, sim, router, account information etc. while I was hospitalized. I have been through 9 phones and a iPad, 3 different carriers, four routers, i have changed I’d, passwords, used alias names, emails, I simply cannot find out how to stop him! He told me he would always be in my stuff and slowly he starts closing my accounts downloading my data, photo of my family! How is he getting around the 2 step verification?I know part of the phone can be cloned like apps and such. But has he cloned the whole thing, and this is 4 phone later from last time seeing him. I know he’s in my iCloud, because stuff was deleted I didn’t delete, I have had FaceTime turned off, but it’s even turned back on and it’s reported use in my data, also in my data there appears to be 2 of the same phone number (my number)recorded and reported at the same time/date every time I have changed my password. I have going to authorities, calling Apple, my carriers and my wifi company, no one can help me. Please anyone? Thank you in advance.
