Is it possible to Re-sell this app or transfer it to another user?
I've had it a while and am going to be selling my Mac, is there a way to sell my Logic-Pro X separately or as a package with the laptop?
No. The license is bound to the user / Apple-ID and can't be transferred. Unless the buyer is a family member, than you can share the license thru the family program.
