Can't tick, toggle or modify Safari extensions in Preferences. I tried deleting the cache in Library > Safari following one poster's suggestions. Also tried monitoring the console following another's suggestion but no idea what I was doing or looking for.

Installing Safari extensions.
1. Update software installed on your Mac. https://support.apple.com/en-us/HT201541
Update may include bug fixes and security enhancements.
2. Download Safari Extensions from App Store.
Click Safari in the menu bar and then Safari Extensions.
Download the Extension
Safari >Preferences > Extensions
Enable/disable/uninstall Extensions
To uninstall extensions, disable, remove icons from Dock/menu bar first.
If this doesn’t help:
3. Startup in Safe Mode https://support.apple.com/lv-lv/HT201262
Login to your account. Launch Safari.
Test.
To exit Safe Mode, click the in the menu bar and then “Restart”.

dominic23, thanks for the reply. I went through all the steps you laid out: I uninstalled than tried to reinstall the Extensions, downloading from App Store. That didn't help and I still can't "Enable"/tick/toggle the box in Safari Preferences.
Then I restarted in Safe Mode. No issues came up, but it didn't fix itself either. Still can't "Enable"/tick/toggle the check boxes in Safari Preferences.
My OS software has been up-to-date this entire time. In fact, I feel like I'm having a lot of issues BECAUSE of the update to Catalina.
Any other ideas?

First time I tried, I had exactly the same problem.
But next time I tried, it worked.
This is the third or fourth time I am posting fresh screenshots.
Starting up in Safe Mode involves a restart, there is no pointing in restarting again.
One of those problems, I guess.
Try Emptying Safari caches.
Enable Develop menu, click Develop in Safari's menu bar and click Empty Caches twice.
