transferring itunes purchases stuck in loop

i'm setting up a new to me iphone and it's telling me there are purchases on my other phone that were made from a different apple id. it won't let me skip this step the old id is long obsolete so i don't know the password. i click "skip this step" it says are you sure? and i select skip, then it sends me right back to ask for the password. i hit next instead and it asks for the same obsolete password. how do i get out of this?
