Quick start uses the same process, just with local connectivity directly, no user improvement for ease of upgrade for the clients of iphones
It depends on the backup method. I do not use iCloud backup, nor enebl iCloud Photos. I use my computer, creating encrypted backups, and that backup file contains EVERYTHING is on my iPhone.

That does not backup and restore the owner of the iphones user created data.......it leaves out music photos and more, it is not even documented by Apple, they sometime make a reference to this but really by stated other partially true information.
It actually leaves other even more items than I stated depending on what it finds on the iphone, it chooses to redownload many items instead of restoring them...further delaying the restore process and relying on outside data sources(less reliable, prone to even more missing data)...
Please better explain your needs, and let us know your issues, if any.
What happens when you use Quick Start? What happens when you use Restore procedure?
For my iphones I've always used the "backup then restore" procedures without encountering any problem.

The current Apple Version of Backup and Restore does not include music, photos, or any other user owned by owner of the iphone data. Making any Backup(Apple definition) able to restore your new iphone.....
Thanks, very good advice and I will do that(feedback) as a simple full backup and restore process would solve this problem for all users. It is extremely painful for owners of iphone to upgrade with the current situation which is incomplete....
Maybe as another thought, the issue is with all the individual personal data stored on the phone that is not backed up and restored at all with no other recourse but to reinstall from other personal archives....user impacted negatively.....data is likely to be effectively lost, no help from the company, other than to act like it is some time of user problem with data collected over years of time.....terrible user experience just as bad if not worse than 3 years ago when I went through a simple iphone upgrade which should be easy as almost plug n play....other than learning the new capabilities of the hardware/software...it's called a migration path and should be well thought out and delivered to the owner of new hardware.
As you seemingly dislike and/or distrust the current implementation and/or wish a different one, there’s probably nothing here that will convince you otherwise. So please log your feedback with the folks at Apple. Tell the folks that control the design of backup.
Nowhere here have I seen an indication that this current backup-and-estoration scheme does not restore to a workable configuration.
For a local backup, Apple seemingly doesn’t restore (some of?) what’s in the cloud; what’s backed up and synch’d elsewhere.
Some one which is content-protected, including DRM for Apple Music and other content.

In my experience over muliple re-installs and across multiple devices and for multiple reasons, yes.
I’ve had a few restores where I’ve had to subsequently restore some books and apps from the cloud, but that all re-downloaded.
It’s seemingly less critical to back up and restore the DRM’d content locally too, as that’s not useful without an internet connection and a current subscription. So long as copies are preserved in Apple’s cloud, that data can be recovered. If Apple’s authorization servers and app store servers and billing servers fail, we’re all done with our devices anyway.
