Why are websites asking to use storage on my device?

Recently when I have been watching Netflix, every once in a while I will get a popup asking if www.netflix.com can use up some storage on my device. (Usually between 1gb to 2gb) I know Netflix isn't the only app doing it because I saw Pandora asking if it could use up some space on my mom's MacBook a while back. Why is this happening all of a sudden? This wasn't happening before I updated to OS Catalina. Anyone else dealing with this?

It will be use as a cache, so Netflix can stream smoothly.
