How do I send and receive text messages through Bluetooth on my iPhone 8? I go into Bluetooth and choose my car, but there is no blue circle with the i in it. There is no turn on notifications access.

You make no settings changes in Bluetooth for text messaging. If you have connected your iPhone to your vehicle, the only way you can send/receive text messages through the car is if the car supports that. Not all vehicles do. You don't actually send/receive text messages via Bluetooth.

Using Bluetooth, the only way to respond to text that I'm aware of is with Siri. I found it completely by mistake, by pressing and holding the voice button on my steering wheel and all of the sudden the Siri bing bing played through my car system speakers. I took a chance and asked Siri to respond to text and it did and then read my response back to me and asked if I was ready to send. When I said yes, I heard the text message swoosh and voila, the text was responded to.
Do you have a voice button on your steering wheel? If you do, press and hold it (keep holding it for a couple or so seconds) and it should summon Siri, where you can then ask Siri to reply to text.
To be able to use CarPlay, you need to have the device connected via USB. CarPlay would be the only way you could do text messaging. You cannot do text messaging via Bluetooth. While you may be able to get Siri to read your text message out loud, you cannot use Siri to respond to the messages.
That makes sense. The lack of the little circle with an i in it means the Hyundai system wasn't designed to show text message notifications from a paired iPhone.
I can use Bluetooth pairing in my 2019 Mercedes (I could in my 2016 as well) to ask Siri to read AND respond to text messages. I now have a car with CarPlay and use that as opposed to the Bluetooth Pairing most of the time.
The OP said that in Settings > Bluetooth there is no circle on the right with an i in it. That is the right place to tap if it existed to turn on show notifications in the car. This may more be an issue with the Hyundai system than the iPhone.
When connected to Bluetooth in my 2015 Mercedes, I get the text message notifications on screen, but I cannot respond. I don't have the higher end system in mine, so that does not allow for responding to texts or email.

I have a 2017 Hyundai Tucson and I connected it to Bluetooth and synced it.
i do have CarPlay but I have to keep my phone plugged into the USB port to use it, one good bump and I loose it. I’m on my 4th cord! Massachusetts is now hands free so I thought I should learn Bluetooth that it would be easier
I believe it is the car as well. We own a Hyundai, and when connected to CarPlay, I can handle text messaging, but when connected to Bluetooth, I've never gotten it to respond to a message. But I don't think there is a setting in Bluetooth for doing that anyway. I can check later after my wife gets home from work.
If your phone won't let you turn on Show Notifications with the Bluetooth pairing of your phone to your car, I doubt you'll be able to use Siri from the voice button in your car. Do give it a try and let us know, but I doubt it will work.

I'll try that again tomorrow. I know that I can choose the message from the screen, or with voice, but I know I cannot respond to text from the screen, I'll try Siri.
