On iPhone 7, Apple ID iCloud "Unable to load Storage Info" so cannot Manage Storage to go to iCloud Photos and Undo Delete.

I turned iCloud Photos off and now I can't turn it back on!

I had not enough space to download my photos to my iPhone 7, so I downloaded to my iPad. Then I had trouble on my iPhone 7 uploading photos to OneDrive that my sister uses to text and email her photos to me, and also to GooglePhotos, so I decided to go back to the iPhone iCloud Photos.

On iPhone 7, under Apple ID, subtitle iCloud I get the message "Unable to load Storage Info" so I cannot Manage Storage to go to iCloud Photos and Undo Delete.
