My I cloud was stolen

I lost my phone, and the person who found my phone stolen my iCloud and changed all account information How can I recover my account?

for you knowing I remember all the old information and the date in which my account was stolen

Are you observing what is in your account at iCloud.com after signing in there using your Apple ID and a computer?. If so, your Apple ID has not been changed, and you should be able to archive or make copies of whatever you want and download them to a computer.
