Lost Contacts names

Contacts are neither stored locally on an iPhone nor in SIM. They are synced to an email account that you had Google, iCloud, AOL, Exchange, Outlook, Yahoo or any Other

3. Which email account you are using to store Contacts?

My Apple System Status page does not show any services that do not work at this time.

But this might be different for other regions.

Are the names also missing for the android users, you are sending text messages to?

If you are using iCloud to sync your contacts, did you try to log into your iCloud Account on the computer and check, if the contact info is still saved in iCloud?

If you open the account settings in iCloud, you will find the option to restore contacts at the bottom of the page, in case the info is gone in the iCloud contact app as well.

If you backed up to iTunes on your computer, the latest backup should still contain the contact information.

If you are not using iCloud to sync your contacts, your contact info is stored locally on your phone.
