Locked Ipad Pro

I am thinking of buying an Ipad Pro that is locked. Is there a way to unlock if I am not original owner?

If you are talking about an activation lock, you will never be able to use it until the original owner removes their Apple ID and password. They need to do this: https://support.apple.com/en-us/HT201351
