Picture Stuttering on new TV with Apple TV 4K

I recently got a new TV, an LG UM7300PUA 55" and have noticed that when I'm using Netflix, Prime etc or Airplay that the picture will stick during panning or fast action shots. This did not happen on my old TV a Vizio E43U-D2 43" TV. I did the HDMI check on Apple TV and it says everything is good. The picture does not stick when watching a Blu ray using the same HDMI cables. The cables I bought are https://www.amazon.com/gp/product/B07KWTCF8R/ref=ask_ql_qh_dp_hza

Any advise on how to fix this problem would be appreciated.

It could still be the HDMI cable, Apple recommends using a high quality HDMI cable such as

If this does not work, then chances are it is a network issue in your home.
