I can’t access my photos or camera in apps

Why won’t my iPhone let me access the camera or photos when I am in other apps? I went to the setting to try to allow them but it says nothing about them needing to be allowed. This is happening on every app that needs to use my photos & my camera, I really don’t know why this is happening . PLEASE HELP !
