Bluetooth not available - MacOS issue, not hardware

I have a mid 2012 MBPr and after an update to 10.13.6 the bluetooth module stopped working.

I have another partition that runs 10.14 and its the same there. Not Available but it's not a hardware issue.

The reason it is not a hardware issue is if I boot into my Bootcamp Partition, windows sees the module and it works fine.

It shows it in System Report (see attached image) but in the Menu Bar it just says Bluetooth Not Available.

I've deleted all the ~/Library/Preferences (it didn't do anything).

Tried turning off handshake, etc etc. Didn't work either. I did go grab an external USB bluetooth adapter and that works fine so this all leads me to believe something on the Mac side is not playing nice with the module after the update. The question is how to fix this.
