Based on the information you've described, I'd recommend first heading into the macOS App Store and searching for Numbers here. You should be able to download and install a compatible version without issue.

Hey All,
I'm having the same issue. I read on another post (https://discussions.apple.com/thread/250781090?page=2) from BenjPhoto: "I searched for "numbers High Sierra Download" and clicked the top Apple link. This took me to a page where I chose "Download" which opened the App Store. Instead of "Get" the button said, "Install". When I clicked on that it offered to let me download an earlier compatible version"
This didn't work for me. I still get the same error message stating that the OS needs to be 10.14 or higher.
