App Store Top Icons Missing in High Sierra

I have a 2011 Macbook Pro that can only max out at High Sierra. Unfortunately, after reinstalling High Sierra from scratch, the App Store no longer has: Featured, Top Charts, Categories, Purchased, and Updates.

I usually use the Purchased and Updates sections. The problem with this being gone is that with family share, a family member who uses High Sierra cannot access my purchased software that they should otherwise be able to access and in turn will be charged for it. Also there is no way to view a list of purchased software without that icon. Now if I know what app I purchased, for example, Logic Pro X, then it's not going to charge me and I can just download it.

I know those icons were on High Sierra. I've double-checked this repository of MacOS screenshots to confirm that it was there. It's not just my Mac, because we have another 2011 Mac Mini that does not show these icons either. That almost tells me that some recent update to High Sierra took those icons out.

Anyone know how I can get those back? Maybe install an older build of High Sierra? Or maybe even go down to Sierra?

MacBook Pro 17", macOS 10.13

Well it didn’t work. I used another Mac connected with an Ethernet cable and copied the install to a flash drive. I installed from the OS but same issue. I also made it bootable and then did a clean install, again the same issue.

For now I’m going to install Sierra and just stick with that. This issue is taking up too much of my time and I need to do other things. It’s a pretty bizarre issue.
