Pictures to Icloud

I want to transfer my photos to iCloud and I've activeted "pictures" in iCloud Settings but it won't work for some reson, what should I do? Please help I need it ASAP!!

Combining photo libraries I have a 40k Icloud photo library which I am currently restoring to my new M2 macbook air. I also have 30k photos stored on the internal HD of my iphone14 including 00's of photos taken on my new phone which are not in the macbook library. Hi, I perform update to iCloud weekly , but for any reason, the latest photo are 22-Oct-2022, all rest photo are not uploaded to the iCloud, although I have enough space on the cloud. What do I do wrong ?
