camera permissions not working

I recently delete the cache on my phone and now apps like instagram or snapchat are not allowed to use the camera anymore meaning i cannot even use snapchat. i have tried to give it permission but it will not let me as the setting is not even there anymore.

iPhone XS, iOS 13

I recommend resetting your Location and Privacy settings: About the 'Trust This Computer' alert on your iPhone, iPad, or iPod touch - Apple Support

"Settings > General > Reset > Reset Location & Privacy"
