Macbook Air 2017 slow to respond / lagging

Hi,

My MacBook has been getting slower and laggier day by day. I only use it to browse stuff on web pages but even that is not working smoothly anymore.

I am not able to use chrome at all (videos keep getting stuck) and the experience on safari is not much better. In-window controls such as video settings don't load when I'm in a full screen mode.

A few more items I recently observed:

Fans are constantly rotating at max speed.
Facetime no longer works - throws a warning saying "Video will resume when temperature comes down"
CPU is getting throttled to about 30% of total all the time (which probably answers why my Mac feels slow)

This started initially when I upgraded to MacOS Catalina, so I rolled back to Mojave but that hasn't really improved the situation much now.
