Can’t save live photo as video

I’m running iOS 13.3.1 but when I try to save a live photo as a video, that option isn’t available. Am I missing something?

iPhone 8 Plus, iOS 13

I've found that the option to "save as video" will only appear if the photo is a Live Photo and if the effect is set to Live (not Loop, Bounce, or Long Exposure).

Weird, it should have Save as Video on that list. Did you try selecting Edit Actions to see if it is listed?
