Apple supposedly keeps ordering Time Warner TV Services for me

Every month since September, 2019, Time Warner has charged me for TV Services that I never ordered. Every month I call TW and tell them they made a mistake. Well, today, I was told the problem is with Apple, because the order for TV Services was made with an Apple OS device, possibly Apple TV.

TV Services means video streaming. The only services my family streams are Netflix and YouTube, both on computers and Apple TV. There is no Spectum app on the Apple TV sign in screen.

I am the only person with access to the Spectrum.net website, and I'm not the one ordering it. I change my TW passwords regularly but the problem persists.

So any guesses what's going on?
