My Apple 4K displayed the attached message after a reboot.
Sent it to the local dealer to restore and received the message that it cannot be restored, because there's no cable adapter to do so. (Mine doesn't have a USB C-Type Port).
So the local dealer wants to replace it at my expense, but I hear there's apparently a replacement program for this program?
Is that correct? Is there any other restore option available?

As far as I know there is no replacement program. Please either take it to your local Apple Store or please call AppleCare.
An Apple Store or Apple Authorized Service Provider should be able to reinstall the software with other means than the USB connection. Or contact Apple on how to proceed.
Agreed, so I've received a repair quote from the authorised service provider, with the message 'Cannot restore, quoting on Apple TV Replacement'.... And then they quote +- 20% more than the suggested retail price of the similar unit... In my opinion that is not the way to do business Apple South Africa...
