New iPad Pro - Stuck on "Enter iPad Passcode" screen during setup

I bought a new iPad Pro to replace an iPad Air. I did the wireless transfer/setup process where the old iPad transfers data and settings wirelessly to the new one, and things seemed to be progressing. There were a couple reboots, and the usual setup questions about Apple Pay, Location Services, etc. Once it got to the "Enter iPad Passcode" screen, i gave it the passcode that was being used on the old (and I assume, the new) iPad, and the little pinwheel started to spin up in the corner of the screen. It has been 20 minutes now, and it's just sitting on that screen. Is there some trick to getting past that screen?
