Full Storage and I cant delete pictures!

My iphone storage is full (63,9 of 64 GB) but i have deleted almost all my apps, but when it comes to pictures I can't delete any of them. It started with that i could not enter any apps, i just came back directly to the home page, and also i could not receive any sms, text messages... I am trying but none of the photos turn up in "recently deleted". I have tried to restart my phone maybe 10-15 times but after everytime it just shows the same thing and also my background pictures disapeard. I have storage in my I-cloud (32 out of 50) so i dont know if that has something to do with it. I need help! What should I do, I cant delete any pictures but they are taking up much storage.
