My apple ipad 7th generation(2019) is 3 weeks old and the screen was cracked accidentaly. I can buy Applecare and be covered now or not?What other options I have ?Ty

In other words, it is too late to get AppleCare+, now!
You gambled that nothing would happen to your iPad within the 60 day AppleCare+ purchase window and you lost the gamble.
The device is now damaged.
You will now have to pay more for an out of warranty iPad replacement, in lieu of sn actual screen repair.

Buying AC+ after purchase would involve physical inspection or online diagnostics. The screen damage would be disqualify it.
Adding AppleCare (an insurance product) retrospectively to cover damage caused prior to inception of cover is fraud.
