Restoring to iphone B from a backup of iphone A

iPhone A is now disabled.

iPhone A was backed up with iTunes.

Can I buy iPhone B and use iTunes to get all my data I have lost from iPhone A?

You will need

iPhone B must have the same iOS version or later than iPhone A
iPhone B must have enough storage to restore from iPhone A backup

Assuming you have the password if it's an encrypted backup.

You can restore the backup, but backups don’t necessarily contain everything that was on the phone. Some things are backed up only if you password-protected the backup (health info, etc). Others have to be redownloaded (apps) or resynced (photos).

I told iTunes to backup my iPhone; however, the backup cannot be found on my computer.

And I also have my computer backed-up to an external hard drive.

The iTunes backup cannot be found on the external hard drive either.

Yes, you can restore the backup to the new phone and it will have the data that was saved on the day the backup was made.
