If I'm hiking where there is not cellular network, can my wife still track me via the GPS on the Apple Watch?

If I'm hiking where there is not cellular network, can my wife still track me via the GPS on the Apple Watch?
No.
The GPS tells the Apple Watch where it is.
The GPS does not have any transmitting capabilities of its own.
The Apple Find My Friends feature depends on having Internet access and the Apple device receiving a query to report back its current location.
A GPS only Apple Watch would do this via the iPhone, so the iPhone would need cellular service. Unless of course the area you are hiking in has WiFi coverage 😀
