Finder - Top row in columns hides behind the Tabs Bar, then stops responding to keyboard or mouse.

I only use Finder in column view, but for a while the top row of icons moves up and hides behind the tabs bar. If I don't restart the finder, eventually I can't click on anything in the window, now can I use COMMAND+O top open files, until I restart the Mac or force Finder to restart from Force Quit. What's going on? I can't find anything like this online. See the example below.... top row is 90% hidden

Very strange, might need a Reinstall of the OS, but...

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.

To find out if it's system wide or user specific, try this...

Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.

Does it work in the new account?
