Pairing Motorola H730 on iPhone 11
I can pair the device OK, but if I shut it (headset) off then when I flip the mic open it will start connecting and disconnecting repeatedly until I forget the device on my phone and add it back (pair it again).

It sounds like you're having an issue with maintaining a connection to your bluetooth headset. First, since you are able to connect, I would take a look at this article to Resolve Wi-Fi and Bluetooth issues caused by wireless interference to be sure there is nothing interfering with the connection.
I also suggest checking out this article If you can't connect a Bluetooth accessory to your iPhone, iPad, or iPod touch. Even though this article has steps specifically for issues with connection, the steps can also be helpful with issues when losing the connection.
