Missing Automatic iCloud Picture download to Win 10 PC

iCloud Photos for Windows 10 says ‘Downloading 1021 objects’, even when there are only 7 photos on iCloud.com.

No photos are being downloaded automatically to the specified

...\iCloud Photos\Downloads folder, and this situation ‘hangs’ for days ....

I’ve tried to re-install iCloud for Windows on the Windows 10 PC, but to no avail.

What shoul I do make iCloud realize that there are only 5 photos to download, and subsequently to initiate the automatical download process ?

NB: The problem described above concerns the PC of my daughter.

On two other Win 10 PCs (with to other Apple IDs), the automatical download functions as it should.

The PC in question is a HP Pavilion Notebook Laptop-CEPV5TPA
