Why is my encryption by default in my email settings not activating

I see that you've attempted to turn on "Encrypt by Default" for Mail, but it's not activating. I'll be happy to help out.
Just to confirm, have you followed these steps to toggle on this featue? Use S/MIME to send encrypted messages in an Exchange environment in iOS. If so, when you create a new email, are you seeing the lock symbol that indicates the email is encrypted? If you go back to the settings, is the encrypt by default turned back to off?
If you're unable to adjust the setting at all, make sure that you don't have restrictions set for the iOS device by going to Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions. If Content Restrictions is turned on, then this may be preventing changes to Mail settings.
