My iPhone 8 has a completely black screen, even after following all the steps suggested.

The phone chirps when I unmute it and connect it to power, so I'd contact Apple Support to fix my screen, but I'm currently on quarantine. I happen to have an iPhone 7 I was going to give someone before COVID-19, so if it can't be repaired would it be possible to set up the new phone even in this state? I don't have a recent backup.

I am assuming that you are asking whether you can use your iPhone 7 since your iPhone 8 is out of order. Move the SIM out of your iPhone 8 and into your iPhone 7. Sign in with your Apple ID on your iPhone 7 and you should be good to make calls and send and receive texts etc. Since you do not have backup to restore from, you will need to download all the apps again on your iPhone 7. If you had your iCloud activated for your texts then those text messages should transfer over on to your iPhone 7.
