Cannot turn off Apple mail junk filter

Hi

I use Apple mail (Macbook pro MoJave)

Firstly my rules arent properly running (they are fine if i manually run them), especially rules that should affect mail in the junk folder. I have 5 rules, and NON of them move mail to the junk folder.


So i thought Ill turn off the junk filter, but junk mail is still going in the junk folder. Even after reboot. Yes the mail going in the junk folder IS junk, but i want apple mail to STOP filtering ANY mail to junk folder. What is going on?

If Junk mail is not working for you as expected you can turn it off in Mail>Preferences.
