Restoring and updating my disabled ipad using Itunes from a PC

After holding home button and power button at the same time for 30 seconds while its charging. My ipad shows a charging port with an itunes sign. Then i pluged it to my pc and nothing pops up.

I installed itunes.

But maybe my pc or/and itunes is not in the latest version. And i do not know how to do that even if its that.
