The error message lets us know that you're using iCloud Photos and that you're out of storage. This is a great start!

You have a couple of options. You can log into your iCloud account on the iCloud website and delete your photos and/or videos from here; or you can upgrade your iCloud storage to make sure you have enough storage for all your memories.

Upgrade or downgrade your iCloud storage

I'm glad you decided to reach out on Apple Support Communities. If I understand correctly, you’re having an issue with deleting the photos from your iPhone. It sounds like you’re able to delete them, but they’re immediately coming back again.

A fellow Apple Support Communities user had the same issue when they were syncing with iTunes, and had luck with this response:

It sounds like you may need to also delete your photos from the Recently Deleted folder when you're on the iCloud website. If you've deleted them there, and they're still appearing on your iPhone, I would contact Apple Support for further support.
