same here only in the other direction, i.e. from iOS 13.4 to iOS 9 (both iPad Pro 2018 and iPhone X)
Only option is to downgrade to 13.3.1

No. Only one small windows to 13.3.1
Apple is not signing anything lower than that.
how do I roll back my iPad to 13.3.1?

I've got the relevant IPSW version for the device I want to roll back. How do I install that into the iPad?
If you have Windows.
Open iTunes.
Connect your iPad with wire.
Backup.
Press Shift and keep it pressed and click update.
Choose the downloaded IPSW file from the pop up window.
Done.
cheers, all rolled back. I shall check later if this resolves the FaceTime/iPad2 issue I was having

Apple has stopped signing the iOS 13.3.1 and that was it.
Debug information sent to Apple. Devs are aware of the issue and working on a resolution. No ETA.
I also checked that using an older iPad Mini 2 with iOS 12.4.6 cannot make or receive calls to older devices either.
I will open a support ticket with Apple later today.
