Any news on Apple going to fix the bug found in the OS 13.4 firmware regarding FaceTime connecting with older iPads? Since I got my iPad and updates it too 13.4 from 12.3.1, I am unable to make FaceTime calls to my family members
Is there anyway I can downgrade software version from 13.4 to 9?
No. Only one small windows to 13.3.1
Apple is not signing anything lower than that.

I've got the relevant IPSW version for the device I want to roll back. How do I install that into the iPad?

Apple has stopped signing the iOS 13.3.1 and that was it.
I also checked that using an older iPad Mini 2 with iOS 12.4.6 cannot make or receive calls to older devices either.
I will open a support ticket with Apple later today.

Updated iPad to 13.4.1 and still no joy.
Mac running macOs 10.15.4 means i'm unable (blocked) from reaching my elserly parents 2500 miles away by that means either.
Appalling. Apple seem to be systematically destroying thier USP of reliability.
Only option is to downgrade to 13.3.1

If you have Windows.
Open iTunes.
Connect your iPad with wire.
Backup.
Press Shift and keep it pressed and click update.
Choose the downloaded IPSW file from the pop up window.
Done.
