To exit Safe Mode, click in the menu bar and choose “Restart.

I'm having this same problem. Netflix gives error S7702-1003 after Safari update to 10.15.4
So far everything I've read had been completely unhelpful.

I am facing to same error toon in addition to error code S7706 and everything is not helpful at all
