Keychain password windows close immediately

For both secure notes and password items in my Keychain Access App I am having trouble accessing the encrypted data.

For password items, after clicking the item, a window appears. But before I can even reach the "show password" tickbox, the window closes.

For secure notes, the window stays open long enough for me click the "show note" tickbox, but closes as soon as I type the password. The secure note flickers briefly on screen first, as a tease.

This was happening before I upgraded to Catalina, as well.

Safe Boot from the HD, (holding Shift key down at startup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches, so if Safe Mode works try again in regular boot.
