Computer won’t send texts in Messages

Suddenly, my laptop will not send out texts in the Messages app. They get labeled as “not delivered“, do not go out to recipients’ iPhones, and don’t show up on my other devices. Texts that I generate from my iPad, desktop, and iPhone all go out as normal, and appear in the Messages app on all the other devices except for the laptop. My laptop has the current OS, updated just yesterday, is connected to my wireless network and the Internet, and is signed into my iCloud account.

PROBLEM NOT SOLVED?

Since the most recent update I have been unable to send messages from my mac (macOS 10.15.4 (19E287)) to Android phones.

I have done all of the following: restarted mac; quit and restarted messages; logged out of messages, logged back in; various combinations of those activities in different sequences. None of them fixed the problem.

I'm still under AppleCare so perhaps I'll call Apple so they at least get this on their radar as a problem. Looks like I'm not the only one.

If you exceed your iCloud storage limit

When you go over your iCloud storage limit, your messages and attachments don't upload to iCloud, and your devices won't back up or download to iCloud. You can still access your most recent messages, but they won't be stored in iCloud and deleted messages will not update on all of your devices. To keep using Messages in iCloud, upgrade your storage or free up space by deleting files that you don't need.

I am not sure for android phones , iPhones / Mac work fine see the article https://support.apple.com/en-in/guide/messages/ichte16154fb/13.0/mac/10.15

Enter your Apple ID and password, then click Next.

In android phone the Apple ID and password can't be signed in as they are not compatible with iCloud services .

I can send my brother's Android device text messages from my iPhone and my iMac with no difficulty, but when I include a video, he and the iPhone users among the recipients all receive it in flip-phone quality. This may be true of stills as well. Only my MacBook Pro fails to send the graphic when there's an Android user. I'm checking to see whether his Android gets plain text messages from the laptop.
