It's basing that in the IP address you get from your ISP. There isn't a whole lot you can do about that. This is most often an issue if you are using a wired Ethernet connection to your router as opposed to WiFi, though it can happen with WiFi as well, especially if your network is relatively "new" and has not yet been registered in the mapping systems that use WiFi assist to determine locations.
Use the Date & Time preference pane.
It isn't High High Sierra, it is Mojave.
