If the devices running iPadOS/iOS 13 are able to make FaceTime calls to other devices OK, this indicates there may be an issue with the device running iOS 9.3.5 specifically. If you have access to the iOS 9.3.5 device, try the troubleshooting steps outlined in the following support article:

I have the same issue. My father is in the hospital and I can't connect with him (or visit him due to COVID-19). No way for me to have him "fix" his iPad...he is 92 years old.
