Safari sends links to reading list

I never choose to put anything in the "Reading List" but links keeps being sent there. Only on the odd occasion can I just watch, view, or click a button and it work like you would expect. Even settings buttons are being sent there.

MacBook Pro 13", macOS 10.15

Check Safari/Preferences/Advanced to make sure Reading List - Save articles for offline reading automatically isn't checked.
