My notes on my mac have disappeared and they aren't in my iCloud and there is no recently deleted folder. I don't think I have a time machine back up

I didn't delete them so I'm not sure how they got removed

First please confirm you are still using OS X 10.11 as indicated in your post. It's rather outdated so the following instructions are from memory.

Open System Preferences > iCloud, and de-select Notes.

When you do that the sidebar in the Notes app will indicate On My Mac instead of iCloud.
